Daejeon City Announces Master Plan for Redevelopment of Aging Planned Cities in Dunsan and Songchon, Increasing Floor Area Ratio to 360%
Daejeon Metropolitan City has fired the starting gun for large-scale redevelopment projects by finalizing a master plan for the redevelopment of aging cities centered on the Dunsan and Songchon districts.
Daejeon City announced on the 31st that it has officially published the "2035 Daejeon Master Plan for Redevelopment of Aging Planned Cities (Dunsan and Songchon Districts)," based on the "Special Act on the Redevelopment and Support of Aging Planned Cities."
This master plan targets large-scale aging residential districts that have been established for more than 20 years and have an area of over 1 million square meters. It contains the blueprint and basic principles for the redevelopment of aging planned cities to unfold over the 10-year period from 2026 to 2035.
Looking at the target areas individually, the Dunsan district, spanning 8.7 million square meters, will be upgraded with the goal of becoming a "vibrant city where work and life harmonize."
A multi-core urban structure linking administrative, knowledge, and industrial functions will be established, and urban green spaces will be significantly expanded. In particular, the standard floor area ratio has been substantially raised from the existing 226% to 360%, and the planned population capacity has been increased by approximately 41,000 people, from 158,000 (74,000 households) to 199,000 (94,000 households).
The Songchon District, designated with a total area of 2.7 million square meters by combining the Jungri and Beopdong districts, aims to be a "Smart Healthy City." It plans to enhance urban dynamism by creating "N-minute" living zones with expanded pedestrian-centered accessibility, while linking them with the construction of an urban tram and the development of a marshalling yard station. The standard floor area ratio for the Songchon District has also been raised from 239% to 360%, and the planned population has increased by 10,000 people, from 59,000 to 69,000 (33,000 households). With this announcement, legal and institutional guidelines for urban renewal projects have become clearer, and momentum on the ground is expected to gain further traction.
Going forward, landowners within designated special urban renewal zones will be able to establish a "Residents' Representative Group" to serve as a focal point during the initial stages of the project, subject to the consent of a majority and approval from the designating authority. This Representative Group will commence groundwork, including reviewing the selection of project implementers and preparing a preliminary special urban renewal plan.
Meanwhile, zones designated as pilot districts this year will begin the procedures for establishing special urban renewal plans and designating urban renewal zones. Zones not included in the pilot districts plan to prepare for urban renewal projects sequentially in accordance with the allocation criteria for next year's planned urban renewal volume, which is scheduled to be announced this coming October.
